AI Infrastructure for Canadian Healthcare
Compliance and AI tools
built for agencies that
can't afford to get it wrong
QAM compliance scanning. Self-hosted AI agents. Pharmacy management systems. Three products, all purpose-built for Canadian healthcare and regulated industries.
The problem is clear
Healthcare agencies face mounting compliance pressure with shrinking budgets and growing documentation demands.
Compliance is manual
Agencies prepare for QAM audits using spreadsheets, paper checklists, and guesswork. Training gaps and eMAR issues go unnoticed until an inspector flags them.
AI sends data to the cloud
Cloud AI tools process patient data on third-party servers. Under PIPEDA and Ontario's PHIPA, that's a liability most agencies can't accept.
Budgets are flat
Ontario DS agencies are expected to deliver more services with the same funding. Staff turnover is high, documentation workload is growing, and there's no room for expensive enterprise software.
Three products. One mission.
Secure, private, compliant by default.

Trusted by agencies that can't afford to guess
We built our products alongside the organizations that use them. Here's what that looks like in practice.
Ontario DS Agency Partnership
Multi-location developmental services provider
"We were spending two full weeks every quarter preparing for QAM audits. Staff would pull binders, cross-reference spreadsheets, and still miss things. Meridian scanned our Home Portal data and found 14 expired certifications we didn't know about, including three controlled acts that would have been flagged in our next inspection."
Since deploying Meridian, this agency has reduced audit preparation from two weeks to two hours and moved from reactive compliance tracking to continuous monitoring.

Built for the compliance standards you already follow
PIPEDA Compliant
Personal health information stays on Canadian infrastructure. Full data sovereignty, no cross-border transfers.
QAM Ready
Scans aligned to Ontario Regulation 299/10 requirements. Training, eMAR, and incident tracking compliance checks.
Self-Hosted
AI runs on dedicated infrastructure within Canada. No third-party API calls, no cloud logging of sensitive conversations.
Canadian privacy law is tightening
PIPEDA already governs how organizations handle personal information. Federal privacy reform (CPPA) is expected to bring stricter rules, mandatory privacy impact assessments, and fines up to C$25M. Organizations using AI to process personal data need to prepare now.
What's at stake for healthcare
- $25M Proposed maximum fines under CPPA, or 5% of global revenue
- PIA Privacy impact assessments expected to become mandatory for AI systems
- PIPEDA Current federal law already requires consent, data minimization, and accountability for personal information
- PHIPA Ontario's health privacy law adds strict rules on where and how personal health information is processed
How Merakey keeps you compliant
- Self-hosted AI eliminates cross-border risk. Patient data never leaves Canadian infrastructure. No third-party API calls, no US server processing.
- Full audit trails for PIAs. Every conversation is logged on your infrastructure. Export, review, and delete data on your terms.
- Compliance scanning catches gaps early. Meridian scans your QAM data before auditors do, so you fix issues on your timeline.
- No model training on your data. Unlike cloud AI, your conversations are never used to train someone else's model.
The average healthcare data breach costs $7.4M (IBM 2025). Compliance by design is cheaper than compliance after a breach.
Built by the team behind Home Portal
Merakey Technologies is the company behind SeamlessCare's Home Portal, the system Ontario DS agencies already use to manage client care, medications, and staff training.
We built Meridian because we saw agencies spending weeks preparing for QAM audits using spreadsheets and manual checklists. The data was already in Home Portal. It just needed someone to read it.
Sentinel came from healthcare providers asking for AI tools they could actually use without violating PIPEDA. No cloud APIs, no US servers, no data leaving the building.
Healex connects pharmacies directly to the agencies they serve, streamlining eMAR workflows and ensuring medication records are accurate, auditable, and always in sync.
Canadian company, Canadian infrastructure
Incorporated in Ontario. All data stays in Canadian AWS regions.
79 agencies already connected
Every Home Portal agency can be scanned today, no new integrations needed.
Healthcare compliance is all we do
Not a generic SaaS company. We live in the DS agency world every day.
What a typical scan reveals
Every agency has gaps. The difference is finding them before your auditor does. Here's what Meridian typically surfaces in a first scan.
12
Expired certifications
Staff whose First Aid, CPR, or Controlled Acts training has lapsed without renewal. This is the most common QAM finding.
84%
eMAR administration rate
Below the 90% threshold. Doses not given without documented clinical reasons trigger audit flags.
3
Incident reporting gaps
Serious occurrences filed late or missing follow-up documentation within the required 72-hour window.
Based on aggregate patterns from Home Portal data across Ontario DS agencies. Individual results vary.
Frequently asked questions
How does Meridian access our data?
Meridian connects directly to your Home Portal database using the same secure connection your agency already uses. We perform read-only scans, never write or modify your data. Your agency admin opts in through Home Portal, and you can revoke access at any time.
Is the first compliance report really free?
Yes. Every Home Portal agency can request a free compliance scan. You get a full PDF report covering training, eMAR, and incidents. No credit card, no contract. If you want ongoing monitoring and the real-time dashboard, that's when paid plans start.
What does "self-hosted" mean for Sentinel?
The AI model runs on dedicated Canadian infrastructure that we manage for you. Unlike ChatGPT or Claude, your conversations and training data never pass through a third-party API. This is not a wrapper around someone else's AI. The model runs on hardware we control, in Canada, exclusively for your organization.
Do we need to install anything?
No. Meridian is a web dashboard that runs in your browser. For Sentinel, the AI agent connects to your website, WhatsApp, or Instagram through a simple embed code or API key. No hardware, no downloads, no IT department required.
What compliance frameworks does Meridian cover?
Meridian scans against Quality Assurance Measures (QAM) requirements under Ontario Regulation 299/10. This includes staff training compliance, eMAR documentation standards, and incident reporting requirements. We update our scanning rules as MCCSS updates their standards.
How is pricing structured?
Meridian offers a free tier for basic compliance scans, with paid plans for continuous monitoring, real-time alerts, and priority support. Pricing scales with agency size, not per-user. Sentinel pricing depends on usage volume and channel integrations. See our full pricing page for details.
